Here are all their updates from the last month:

Strategy and Objectives Working Group

For the strategy and objectives working group, the development of the assurance model will be on priority for the next few months. To this end, they have finalised the draft terms of reference for an Assurance Model taskforce, which will be presented to the Executive Committee in their next meeting. Once approved, recruitment will begin extensively. The risk subgroup is also finalizing a document to be shared with the Executive Committee for their feedback.

Smallholder Representation Working Group

The group has submitted a resolution ahead of the July 22 General Assembly to restructure smallholder membership within GPSNR to enhance active participation. You can take a look at it in the GA Booklet here. In the next few months, they will begin planning smallholder workshops in Malaysia while also working on the smallholder policy equivalent. In case you missed it, they have also published an RFP recently to pilot agroforestry workshops for smallholders. Find it here. Preparations for a workshop for smallholders in Malaysia have also begun, which would be held in Q3 of 2022.

Policy Toolbox Working Group

In the last month, the group has finalised two major resolutions presented to the July General Assembly – one on the implementation guidance and the other on the disclosure requirements for year one reporting. Take a look here. Additionally, they have also finalised the guidance and templates for reporting for manufacturers and end users. If you are an end user or manufacturer who has not yet received the guidance and/or the templates, please write to the secretariat at info@gpsnr.org.

For the next couple of months, the working group will be busy with finalising the operational guidance for the compliance panel and will continue conversations on the transparent reporting roadmap for years 2 and 3.

Capacity Building Working Group

After the kick-off of the GAPs coaching project in Indonesia with SNV and Koltiva, the group is busy in the development of GPSNR’s knowledge sharing platform, which includes smallholder interviews, compiling and assessing responses of member surveys and holding focus group discussions. At the same time, they are working on advancing Capacity Building plans for Indonesia, Thailand and Côte d’Ivoire.

They have also published two key RFPs for capacity building projects in Indonesia: one on disease fighting and the other on the provision of certified planting materials.

Shared Responsibility Working Group

The Shared Responsibility working group has prepared the Shared Responsibility framework resolution ahead of the GA, which you can read here.

GPSNR Working Groups Update: April 2024

Strategy and Objectives Working Group: Feedback on the Assurance model resolution has closed, and the finalised version of the resolution will be released shortly, along with other voting materials. The agenda for the in-person meetings has been released, and discussions will focus on further developing the assurance model. Members will now vote on the assurance model resolution at the Extraordinary General Assembly. Members are encouraged to participate in the in-person meetings and provide input on the assurance model content.

Smallholders Representation and Capacity Building (SCB) Working Group: A consultation call was held with smallholder members to discuss resolutions for the upcoming Extraordinary General Assembly. Instructional videos have been developed to aid smallholders in effectively using Zoom. All projects are progressing as planned, and we continue to oversee all ongoing projects.

Currently, the Income Diversification and Rubber Agroforestry Taskforce is actively preparing for a rubber agroforestry workshop in Liberia, planned for May 2024. Additionally, the project proposal template has been finalised, and we will soon issue a call for proposals to both members and the public. Once submitted, these proposals will be added to our project library for member review and potential funding.

Shared Responsibility Working Group: The Value Transfer Group has held subsequent meetings to discuss the value transfer proposal. The group continues to meet to refine this proposal, which will be presented at the in-person meetings in June. After the in-person meeting, the group hopes to run a pilot to test the proposal in the field.

From Strategy to Implementation: Next Steps for Capacity Building (Members Version)

One of the key strategies identified by GPSNR to achieve our vision of a fair, equitable and environmentally sound natural rubber value chain is to ensure that there is capacity amongst smallholders and industrial plantations to adopt best practices in natural rubber production.

In 2020, the Capacity Building Working Group, through various stakeholder interviews and Working Group discussions, proposed a set of country-specific capacity building activities for four countries as a start: Côte d’Ivoire, Indonesia, Myanmar and Thailand. In developing these strategies, the Working Group sought to first identify threats to the sustainable production of natural rubber within the different local contexts, as well as the underlying causes for these threats. From this initial research, the working group developed proposed capacity building actions, along with main objectives and rationales for each chosen action. The approach adopted by the Working Group in designing these actions is to allow for immediate engagement and implementation on the ground.

Following the Executive Committee’s endorsement of the Working Group’s capacity building proposals, the Working Group will be conducting a sharing session for all GPSNR members, during which more details about each national capacity building strategy will be presented.

Recruiting Members to Capacity Building National Sub-Groups

Now that the capacity building strategies are in place, the Working Group is inviting interested GPSNR members to join the soon-to-be-created National Sub-Groups that will be mandated to oversee, guide and implement the national capacity building strategies and to promote GPSNR policies and initiatives.

The development of the National Sub-Groups recognizes existing local capacity building initiatives in the rubber sector and their independence of GPSNR and aims to cooperate with local efforts and stakeholders to achieve mutually agreed outcomes.
