Capacity Building for Natural Rubber Smallholders

The regional sub-Groups of the Capacity Building Working Group continue to advance discussions on developing country-specific capacity building goals and strategies for Indonesia, Thailand, Côte d’Ivoire and Myanmar. 

The sub-Groups have made progress in identifying three issues of priority per country. Focusing on these issues, the sub-Groups have pinpointed the drivers or causes of these issues, as well as developed priority actions to address them. Having already established who the existing stakeholders conducting on-the-ground capacity building projects are, the next step is to approach identified local agencies to discuss possible collaboration and partnership. 

The Capacity Building Working Group is developing a budget estimate that would provide a more comprehensive overview of the resources involved in carrying out the planned capacity building initiatives.

The members of the Working Group recognize the importance of involving smallholders and government agencies in the process of developing these capacity building plans, and are working towards engaging these parties in the discussion.

Meanwhile, the Smallholders Representation Working Group continues to finetune the onboarding programme for smallholders prior to the General Assembly 2020. A sub-Group has also been formed to consider the issue of financial support for smallholder participation at subsequent General Assembly meetings.

Smallholders Representation Working Group Update – February 2020

These documents have now been translated into several languages to cater to the geographical diversity of the group. Ensuring that the smallholders have a good foundational understanding of GPSNR’s aims, structure and bodies of the Platform and the roles of those bodies, is key to inclusion and participation. 

A sub-Working Group has been specially established to focus on preparations for the General Assembly and related sessions. The sub-Working Group will have its first session in early March, and will discuss matters such as agenda, potential facilitators, translation services, as well as plans to hold two half-day orientation sessions with the smallholders prior to the General Assembly. 

Due to the ongoing coronavirus situation, the Working Group will revise its timeline for continuing its plans to organize smallholder workshops in additional countries like India and Malaysia. Up for consideration is a partnership with the Capacity Building Working Group on possible short-term projects that can be implemented in the meantime.

Strategy and Objectives Working Group Update – October 2019

Strategy 1 – A team led by Liza Murphy with the support of Proforest has been selected to lead the work on the Assurance Models study, which is expected to be finalised in January 2020 for review by the working group before Executive Committee approval, prior to the General Assembly in March. The working group is now fully staffed with members volunteers looking into identifying co-chairs for the group.

Strategy 2 – After the first working group call, the Capacity Building working group will start working on identifying the priority countries and capacity gaps needed, a work expected to be completed in the months of October – November.  Following that, the action plan will be developed and consulted before being submitted to the Executive Committee in March 2020.  

Strategy 3 – Enhancing Transparency and Traceability working group composition is currently being finalized to ensure balance amongst the different categories of ordinary members with the expectation to kick-off the first call in November. 

All three working groups will be reporting directly to the Executive Committee while keeping regular contact with the Strategy & Objectives working Group to ensure the consistency of work. The Strategy & Objectives working group remains active to review the desired state to include the identified impact metrics, finalise the theory of change, and look at the financial model for GPSNR in coordination with the Strategy 1 – Policy Toolbox working group.
