Maintaining Alignment in GPSNR’s Strategic Outlook

As the mid-year mark approaches, our Working Groups continue to make progress in their respective areas of focus. In spite of the setbacks brought about by the COVID-19 pandemic, group calls and discussions remain as scheduled, with every intention to have deliverables ready for approval or presentation at the General Assembly 2020.

Final text for the proposed policy components and baseline reporting requirements, developed by the Policy Toolbox Working Group, have been proposed. The documents are being circulated for approval within the Working Group before being submitted to the Executive Committee. A pilot testing phase for the reporting requirements will be launched shortly after. More details on this will be released soon.

Along with the finalization of the Terms of References for the two pilot proposals, the Traceability and Transparency Working Group is also developing a budget and timeline for these pilot proposals, to be submitted to the Executive Committee for approval.   

While there have been efforts between Working Groups revolving around calibration and aligning, the importance of alignment with all Working Groups is increasingly being recognized as important. Moving forward, the Strategy and Objectives Working Group will undertake a more coordinating role. This will see a Platform-wide effort to directly engage and align with the other Working Groups  to better bring forward their strategies into the Theory of Change, understand their project plans and how to interact, and bring together input from all the Working Groups to support the development of Platform Key Performance Indicators (KPIs).

Within the Strategy and Objectives Working Group itself, work on filling out the Theory of Change continues. The Working Group is also liaising closely with consultant James Griffiths on his study on social risks following the presentation of a first draft to the Working Group for review.

GPSNR Working Groups Update: December 2022

Strategy and Objectives Working Group

The risk subgroup, which sits under the umbrella of this working group, is working on a series of Traceability tools webinars for GPSNR members to present on some tools available that would help members map their supply chain. The subgroup is also working on a pilot traceability study to investigate what it takes (costs, time, labour) for a company to map its supply shed. The subgroup is also working with a consortium to develop a risk assessment matrix.

The assurance model subgroup continues to work on the KPIs set during the last in-person meeting as they are to be finalised at the end of the year and presented during the next in-person and hybrid meetings in January 2023.

Smallholder Representation Working Group

After completing two rounds of pilot agroforestry workshops for smallholder members in Indonesia, and Cambodia, the working group is working on concluding how GPSNR should approach agroforestry capacity building in the long term through an agroforestry strategy. This work stream aims to integrate priorities of smallholders with developing long-term income diversification strategies through the Capacity Building Working Group.

They are also busy holding focus group discussions towards the smallholder policy equivalent, kickstarting HCSA-HCVN programme field trials for natural rubber smallholders, and on enhancing integration with the capacity building working group.

Policy Toolbox Working Group

The group is working on finalizing the TORs for the Year 1 Reporting Review to be conducted in the first quarter of next year. They are also assessing if any changes to the reporting framework and its details (i.e. process, extensions, questions) are needed based on the Year 1 Reporting Review results. They have already kicked off the crosswalk of the reporting requirements against other reporting frameworks to better improve the questions. The group would also be sending out a survey for members to provide feedback on their reporting (reporting process, reporting requirements questions, guidances, etc.). They would also be working on the Transparency Reporting Roadmap for years 2 and 3 of reporting that would be voted at the GA 2023.

Shared Responsibility Working Group

The group is currently evaluating proposals to appoint a software developer for the second phase of the GPSNR Knowledge Sharing Platform based on a reworked tender. In 2022, they have also kicked off the Disease Fighting Project with SNV-IRRI in Indonesia, after having recently completed the first milestones of the Koltiva and SNV-Proforest GAP coaching projects in the country. They continue to seek members’ funding for capacity building projects in Indonesia (second stream of disease fighting) and Cote d’Ivoire (training centres). GPSNR Policy Components: Demonstrating a Commitment to Sustainable Natural Rubber

The Member Consultation period for the proposed GPSNR Policy Components and Baseline Reporting Requirements closed on 3 July 2020. All comments received as part of the consultation exercise were discussed by the Policy Toolbox Working Group over several rounds of calls. There has also been healthy dialogue between various membership categories and the Working Group on the alignment of the Policy Components. 

Meanwhile, pilot testing for the Baseline Reporting Requirements is in progress, with 10 GPSNR member volunteers participating in the exercise. The Secretariat will be interviewing each of the volunteers in the coming weeks to gather feedback on their experience in submitting the Baseline Reporting Requirements data. More updates will be shared in due course.

At this stage, finalized versions of the Policy Components and related documents have been submitted by the Policy Toolbox Working Group to the Executive Committee for review and further discussion at the Executive Committee level. The Policy Components will then be brought to the GPSNR General Assembly for voting.

The formulation of Policy Components is a critical piece in fulfilling GPSNR’s vision of a fair, equitable and environmentally sound natural rubber value chain. 

All GPSNR members, at the time of joining the Platform, committed to this very vision, as well as 12 principles of sustainable natural rubber as defined by GPSNR. The Policy Components were developed to provide more specificity to the 12 Sustainable Natural Rubber Principles. Within the proposed Policy Components are key commitment details to no deforestation/ conversion/ degradation, upholding human rights, supply chain transparency and monitoring and reporting. 

If approved, the Policy Components will act as a clear and guiding framework for GPSNR company members to establish or update supply chain commitments through their natural rubber purchasing policies. 

Adopting a policy allows a company to signal that the issues covered by the policy are important to the company, and that resources and capacities will be dedicated to addressing the issues in order to comply with the policy. Policies, while illuminating the goals that a company is working towards, also enables these commitments to be channelled upstream to suppliers and downstream to buyers, with the potential to transform the entire supply chain.

Following the Policy Toolbox Working Group’s observation that common questions and concerns were raised by GPSNR members during the Members Consultation period, the Working Group has developed a supplementary FAQ document to provide detailed responses to address these concerns, in a bid to provide greater clarity on the Policy Components. These will be circulated to the GPSNR membership in August, along with all other proposed resolutions.
