On Friday 7 February, Singapore announced that it was stepping up its risk assessment level. Previously at ‘Yellow’ on the Disease Outbreak Response System Condition (DORSCON) scale, the country is now at ‘Orange’. This change triggered additional precautionary measures such as an advice to cancel or defer all non-essential large-scale events. More countries are also putting in place such measures, from enforced quarantine for certain travelers to outright travel restrictions.

The safety and comfort of all members remains our utmost priority. The Secretariat will continue to monitor the situation closely, with the intention to hold the General Assembly once it becomes more stable. The new date for the General Assembly will be in 2020, and will be communicated with due notice to all members. 

During this time, all Working Groups will continue to advance their work in establishing a policy toolbox, shaping capacity building initiatives, achieving transparency and traceability, and solidifying smallholder inclusivity in GPSNR. 

The GPSNR Executive Committee has agreed to extend the deadline for submission of General Assembly resolutions and Executive Committee nominations to Tuesday, 31 March 2020.

Global Platform for Sustainable Natural Rubber holds inaugural General Assembly, appoints Executive Committee

Singapore, 21 March 2019: Today, natural rubber stakeholders convened for the inaugural General Assembly of the Global Platform for Sustainable Natural Rubber (GPSNR) – an independent platform that will lead improvements in the socio-economic and environmental performance of the natural rubber value chain.

Development of the GPSNR was initiated by the CEOs of the World Business Council for Sustainable Development (WBCSD) Tire Industry Project (TIP) in November 2017.

Members of the platform include tire manufacturers, rubber suppliers and processors, vehicle makers and NGOs. Representatives from each of these stakeholder groups have contributed to the development of the Singapore-based platform and the wide-reaching set of priorities that will define GPSNR strategy and objectives.

Following a ceremonial launch in October 2018 interest in the GPSNR has seen membership grow to 39 Founding Members including recruitment of the platform’s first civil society members. The GPSNR remains open to membership applications from all natural rubber stakeholders.

The General Assembly saw the approval of organizational Statutes and Code of Conduct, and the formation of an Executive Committee that has the mandate of overseeing the strategic and operational activities of the GPSNR. As required by the Statutes, the Executive Committee comprises representatives from each of the four GPSNR membership categories – 1. Rubber producers, processors and traders; 2. Car makers, Other downstream users of natural rubber, and financial institutions; 3. Tire makers and other natural rubber makers/buyers ; and, 4. Civil society organizations.

Reacting to the formation of the Executive Committee, GPSNR Director Stefano Savi, said “The appointment of the Executive Committee is a critical piece to a landmark achievement. It has taken considerable effort from all stakeholders to bring us to this point. We know that the real hard work lies ahead, but today from Singapore we send a clear message – the GPSNR is open for business.”

The platform is working to finalize its operational strategy, guided by the stakeholder-agreed GPSNR priorities of harmonizing standards to improve respect for human rights, preventing land-grabbing and deforestation, protecting biodiversity and water resources, improving yields, and increasing supply chain transparency and traceability.

Following proceedings from Geneva, Peter Bakker, WBCSD’s President and CEO said “We are enormously proud to see the GPSNR take this important step. The commitment of TIP members to achieve sustainable natural rubber has been a crucial driving force in taking the GPSNR from concept to reality. Today, our members are joined by a growing and increasingly well-balanced GPSNR membership of rubber value chain and civil society members – the actors are in place, and the foundations for transformative action along the natural rubber value chain have been laid. Now the real work can begin.”

GPSNR Working Groups Update: December 2022

Strategy and Objectives Working Group

The risk subgroup, which sits under the umbrella of this working group, is working on a series of Traceability tools webinars for GPSNR members to present on some tools available that would help members map their supply chain. The subgroup is also working on a pilot traceability study to investigate what it takes (costs, time, labour) for a company to map its supply shed. The subgroup is also working with a consortium to develop a risk assessment matrix.

The assurance model subgroup continues to work on the KPIs set during the last in-person meeting as they are to be finalised at the end of the year and presented during the next in-person and hybrid meetings in January 2023.

Smallholder Representation Working Group

After completing two rounds of pilot agroforestry workshops for smallholder members in Indonesia, and Cambodia, the working group is working on concluding how GPSNR should approach agroforestry capacity building in the long term through an agroforestry strategy. This work stream aims to integrate priorities of smallholders with developing long-term income diversification strategies through the Capacity Building Working Group.

They are also busy holding focus group discussions towards the smallholder policy equivalent, kickstarting HCSA-HCVN programme field trials for natural rubber smallholders, and on enhancing integration with the capacity building working group.

Policy Toolbox Working Group

The group is working on finalizing the TORs for the Year 1 Reporting Review to be conducted in the first quarter of next year. They are also assessing if any changes to the reporting framework and its details (i.e. process, extensions, questions) are needed based on the Year 1 Reporting Review results. They have already kicked off the crosswalk of the reporting requirements against other reporting frameworks to better improve the questions. The group would also be sending out a survey for members to provide feedback on their reporting (reporting process, reporting requirements questions, guidances, etc.). They would also be working on the Transparency Reporting Roadmap for years 2 and 3 of reporting that would be voted at the GA 2023.

Shared Responsibility Working Group

The group is currently evaluating proposals to appoint a software developer for the second phase of the GPSNR Knowledge Sharing Platform based on a reworked tender. In 2022, they have also kicked off the Disease Fighting Project with SNV-IRRI in Indonesia, after having recently completed the first milestones of the Koltiva and SNV-Proforest GAP coaching projects in the country. They continue to seek members’ funding for capacity building projects in Indonesia (second stream of disease fighting) and Cote d’Ivoire (training centres).
