GPSNR Working Groups Update: September 2024

Assurance Model Task Force: As we approach the General Assembly in 2024 where the Assurance Model will be put up for voting, the taskforce is meeting regularly to discuss comments and incorporate comments from the second public consultation which is currently ongoing. This consultation focusses on feedback on Assessment Checklist, Assurance Protocol and Remediation Protocol, and will be accepting comments till 27 September 2024.  You can access the documents here and provide feedback here

 

Smallholders Representation and Capacity Building (SCB) Working Group: To operationalise projects with the funds collected from the Shared Investment Mechanism, the working group is setting up a project management subgroup to help in reviewing and monitoring projects under the SIM. The TOR is available here, and interested members should email cheewei@gpsrn.org by 11 October 2024. 

Additionally, Smallholders from all GPSNR member countries have nominated representatives for two positions following internal discussions within their countries: the Shared Investment Panel and the Project Management Subgroup. The final international voting is anticipated to conclude by the end of September 2024.

 

Shared Responsibility Working Group: The nominations for voting seats for the Shared Investment Panel are now open. Five voting seats will be allocated to manufacturers, while four voting seats will be reserved for non-manufacturers. To ensure equitable representation, each eligible member category will nominate one member to take up a voting seat.  All GPSNR member categories are currenting discussing this internally and will choose a nominee by October 2024. Please reach out to your EC representative for more details if you are not already in the discussions. 

Please note that nominees should ideally not submit capacity-building proposals this year, as they would need to recuse themselves from voting. If a category is unable to reach an agreement on a nominee, all seats will be opened for self-nominations from any member, regardless of category. In this case, the Executive Committee will vote to decide the final allocation of seats, which may result in multiple seats being held by members of the same category.

GPSNR Working Groups Update: December 2020

Strategy and Objectives Working Group

The Working Group has received several bids in response to the Request for Proposal (RFP) for a study on environmental impacts, and risks, in the natural rubber value chain that was published in November. The Working Group has shortlisted three candidates and, as part of the evaluation process, will be conducting with these candidates in January 2021 before awarding the bid to the successful candidate. 

The Working Group is also starting on the Theory of Change document update, an exercise which will involve all other Working Groups. This will take place in January 2021. The Equity sub-Group is preparing summary documents for the living income studies and is planning to present the studies to GPSNR members in early 2021.

‘Policy Toolbox’ Working Group

The Working Group has finalized the Baseline Reporting Requirements and these will go to the Executive Committee for review. The Working Group is also developing a Request for Proposal for a consultant to work on the implementation guidance and reporting requirements.

‘Capacity Building’ Working Group

Since the last update, the Good Agricultural Practices (GAP) Task Force has had their first kickoff call and is beginning the work to identify and/or refine guiding principles for GAPs appropriate for the sustainable production of natural rubber.

The Working Group is also engaging the Executive Committee on their comments regarding the proposed capacity building strategies for four focus countries.

‘Traceability and Transparency’ Working Group

In early December, the Working Group onboarded smallholders from Indonesia and Côte d’Ivoire into the group, with the smallholders participating in their first meeting on 10 December. 

Aside from reviewing the Working Group’s Terms of Reference (ToR) and its objectives moving forward, the Working Group will also be starting to develop recommendations for members on traceability and transparency tools in early 2021.

The revised ToR for the Working Group is undergoing a final review, following which it will be sent to the Executive Committee for approval. 

The Working Group has also formalised a document that defines the role and key tasks of a Country Champion. So far, Country Champions have been actively involved in organizing and arranging national calls, supporting smallholder engagement, and providing technical and linguistic assistance.   

As part of the Working Group’s revamp, it will be undergoing a membership refresh. Part of this will also involve smallholders being onboarded into the Working Group in 2021.  The Working Group is also looking into onboarding smallholders from Cambodia. Any GPSNR members who have operations in Cambodia or partners working in Cambodia who can help to identify potential smallholders for an onboarding workshop are welcome to reach out to the Working Group’s Co-Chairs, Ulrich Antoni and Julian Oram.

Preparing Smallholders for their Role in GPSNR

Following the announcement that the GPSNR General Assembly (GA) will take place in September, the Smallholders Representation Group has quickly adapted its plans around onboarding smallholder members prior to the GA. With restrictions around COVID-19 necessitating a virtual format for the GA, likewise the sessions involving smallholders would follow suit.

The onboarding will be conducted via a series of national and international calls starting from late July until the end of September. There will be a total of 3 calls amongst smallholders at the national level, and another 3 calls at the international level. 

The first national calls have already been conducted for all seven countries: Brazil, Côte d’Ivoire, Ghana, Indonesia, Myanmar, Thailand and Vietnam. During this first call, the smallholders were introduced to the video conference platform with a quick tutorial on its functions. Next, they were given an update on developments and projects within GPSNR before learning more about the upcoming GA, including the onboarding schedule, the process for Executive Committee elections and an overview of the resolutions. 

The Country Champions are providing immense support through coordination of the calls, conducting the calls in the local language and in some cases reaching out to the smallholders individually to help them overcome the barriers of using new technology.

The Working Group will be engaging an experienced facilitator who will be able to foster relationships as well as trigger and encourage discussion amongst the smallholders  in an international and multilingual setting. A Request for Proposal was posted on the GPSNR website and social media channels, and the Secretariat is supporting the Working Group in finalizing the selection of proposals.  

The next national call will see smallholders sharing about themselves and their work in natural rubber production, an activity designed to assist them each in articulating their thoughts and vision as potential election candidates for the Executive Committee.
